The film opens introducing the agent from South Korea, trying to rescue a trafficked woman, the authorities wanting her to supply human intelligence. She dies. The agent then moves to Vladivostok, investigating contacts for uncovering the trafficking in the border area between China, Russia, the Koreas.

The next introduction to is to the agent from North Korea, searching for a young woman from his past, finding her at a restaurant, in contact with the South Korean agent, supplying information. At the same time, there is a seedy North Korean Consul in the city, corrupt, involved in the trafficking, thinking that the North Korean agent was there to do a report on him.

There are sequences of trafficking on the border. There are interrogations of these involved. Ultimately, there are violent confrontations, the traps and talk to the women, their liberation, and shootouts.
