This Monday, 22 October 2018, the Prime Minister and the Parliament will offer a formal National Apology to people who have been harmed and affected by the tragedy, grief and horror of institutional child sexual abuse.
On behalf of the Province, and with contrition, I say sorry to every person who was harmed - actually or vicariously - by any person formally associated with the Missionaries of the Sacred Heart.
To the people who sought and were entitled to safety in our care, yet found danger and neglect, I say sorry.
To those who have lost their faith as a result of the behaviour of one of our members, I say sorry.
To the people who have spent many years blaming themselves for the despicable actions of one of our men, I say sorry.
I say sorry because we did not take the responsibility when it was our duty to do so.
We now live in a post-Royal Commission Australia. We, the Missionaries of the Sacred Heart, thank the Commission for its diligence and determination. The Commission's findings have shone a welcomed and necessary light on us. Through this tragedy our awareness, our understanding and our compassion challenges all of us to a commitment that this tragedy may never recur.
As a Missionary of the Sacred Heart and leader of this Province, I am personally saddened and ashamed of our past history with regard to this issue, and of the failure of the Institutional Church to which I have dedicated my life.
I hereby commit to ensure that the human and systemic failures of the past that have enabled child sexual abuse in our Province to occur, are resolved; permanently and irreversibly. I am determined the Province will learn from its past and use that learning to be a leading exponent of child-safe practice across our Province, becoming the safe institution we were commissioned to be, and always should be: To be men whose mission is to be on earth the Heart of God.

The Missionaries of the Sacred Heart (MSC) are committed to ensuring that all their members engaged in ministry work with children, young people and vulnerable adults, have met the appropriate national, state and Church Authority related requirements.
Ms Anne-Marie Snelling, Professional Standards Support Officer is responsible for ensuring that all MSC engaged in ministry have a current Working with Children clearance from the relevant jurisdiction, are registered on the Australian Catholic Ministry Register (ACMR) and have faculties from the relevant Diocesan Authority.
The Working with Children Check is an Australian background check requirement, assessing the criminal record of those working or volunteering in child-related work. The check is known as the WWCC/WWVP in most states and territories. All MSC requiring a WWCC are to apply as an employee – this does incur a fee.
Please note that each Diocesan Authority has different WWCC requirements for visiting Clergy.

The Australian Catholic Ministry Register (ACMR) is a national Catholic database, that enables Bishops and leaders of religious congregations the ability to check the background of clergy visiting or moving to their region. The ACMR provides up-to-date online information on whether a priest or male religious has a Working with Children Check and has been ‘licensed’ to work in a Diocese or Religious Congregation. The ACMR reflects a new approach to ensuring priests and brothers are accountable for their past behaviours and history.
The ACMR uses a personalised ID number which is provided to each person on the Register so that it can be given to a church leader to verify the standing of the visitor.
Oversight of the ACMR application process for MSC’s is undertaken by Ms Anne-Marie Snelling, Professional Standards Support Officer. All MSC engaged in ministry are required to be registered with the ACMR, and the application process is undertaken at Treand House or via email correspondence for interstate applicants.

The Missionaries of the Sacred Heart is now a participating institution under the National Redress Scheme after being declared by the Minister for Social Services on the 31st October 2019 as per the link below at https://www.nationalredress.gov.au/about/updates/791
A person may apply to the National Redress Scheme if:
- You experienced sexual abuse as a child (under 18 years of age)
- The abuse happened before 1 July 2018
- The Missionaries of the Sacred Heart was responsible for bringing you into contact with the person who abused you
- You were born before 30 June 2010; and,
- You are an Australian citizen or permanent resident
You can search for the specific sites where the Missionaries of the Sacred Heart have provided services in the past, and currently, at www.nationalredress.gov.au/institutions/search.
The National Redress Scheme provides an independent pathway for survivors of institutional abuse to seek acknowledgment of what they have endured and to receive counselling, monetary payment as well as a personal approach if they choose.
Under the rules of the National Redress Scheme any application must be lodged directly with the Scheme itself.

The Missionaries of the Sacred Heart (MSC) Professional Standards & Safeguarding Office responds to contemporary or historical abuse allegations in relation to children, young people or vulnerable adults by either an MSC religious, current or former employees and/or volunteers.
MSC Safeguarding Roles and Responsibilities are depicted in the diagram below.
Should anyone wish to raise a concern or make a complaint of either a historical and/or contemporary abuse nature the following pathways are available:

- make a complaint to Australian Catholic Safeguarding Limited (ACSL) via email at This email address is being protected from spambots. You need JavaScript enabled to view it. or on 1300 603 411.
Such matters are also brought to the attention of the MSC Professional Standards & Safeguarding Office in the following ways:
- via the National Redress Scheme;
- a report from a third party (such as the police, a Catholic State/Territory Professional Standards Office, an MSC School Principal, or a legal representative); or
- via the commencement of a criminal or civil court proceeding.
Upon the receipt of allegations or concerns of abuse, the MSC Professional Standards & Safeguarding Office may be required to report to various external statutory bodies across Australia. Such bodies might include the police, the relevant child protection authority, and relevant department via their Reportable Conduct Schemes or similar. The MSC may also be required to report matters to the relevant state Working with Children screening body, and to the Australian Catholic Ministry Register (ACMR).
